The ever-increasing emergency needs and rapid growth of Dorchester County necessitated the development of a new, state-of-the-art
Emergency Operations and 911 Communications Center, designed to support safe, sustained operations and provide effective direction
and control during emergencies. The completed facility now serves as the primary EOC and Communications Center for five municipalities, enhancing communication and coordination while ensuring continuity of government and operations.

The facility includes administrative offices, an emergency operations center, call center, situation room, mobile command bay, living quarters, and various support spaces. It was designed to meet seismic codes, withstand wind loads from a Category 4–5 hurricane, and resist terrorist threats, including bomb attacks. The building incorporates energy efficient systems and innovative wall and roof assemblies. Designed in association with Manns Woodward Studios.
