Edisto Beach Town Hall

This project encompasses a comprehensive space needs assessment, programming services, master planning, and design for a new town hall and emergency operations center. The Town’s has outgrown their existing Town Hall and is in need of a new, modern facility that is large enough to house an emergency operations center. Our team first conducted a spacial needs assessment to determine the most effective and cost-efficient conceptual design to fulfill the Town’s programmatic needs. We facilitated multiple focus group and programming meetings, which guided the development of the final conceptual design and master plan, completed in 2021.


After successful completion of the master plan, the Town decided to proceed with design and construction of the project. The new facility will be built on the site of the current Town Hall, requiring removal of three existing buildings. The new single-story, 10,000 SF facaility will include office space, clerk windows, council chambers, and a small emergency operations center. Designed to meet IBC "Essential Facilities” standards, the building will be elevated about the base flood elevation with parking underneath and access for emergency vehicles.


The project is being funded by the 2022 Colleton County Capital Project Sales Tax. The master plan includes a future fire and police station on the property, pending funding. Designed in association with Manns Woodward Studios.
